I am not aware of a single memorial to the civilians buried at Weaste. I will try and compile a list if no one else already has one.

For what little it may be worth, the only memorial to civilian casualties I've heard of is the one at Agecroft, which I understood covered all the civilian lost whose families had authorised them being named for all of Salford. However, my understanding on this may well be incorrect, as I haven't looked too deeply into it yet.
For Garry: I have come across a number of civilian casualties whilst researching for the 'database' as well as some of the fallen in both WWI and WWII whose names we don't seem to have come across yet on the memorials but where there is clearly and obviously a link to Salford. I have been adding the details from CWGC, SDGW, etc. as much as possible as and when they come up. In the file they are currently filterable as "? None" under the memorial heading. There are currently 4,068 entries on the 'database', however, some of these are duplicates or even triplicates, where the same individual is remembered on more than one memorial.

The names of two more victims have been added to this memorial thanks to the sterling work of the Friends of Salford Cemeteries. They are Bernard and Irene Smith. "On the evening of 22nd December, Bridget Smith who lived in Rodney Street, took refuge in Irwell Mission Hall whilst the bombs fell and practically demolished Rodney Street and the surrounding area. She was 7 months pregnant, but gave birth to twins and named them Bernard and Irene. Very sadly the twins only lived for 5 hours. They were later buried in a mass grave here at Agecroft Cemetery." As Wendy says, he died in Hope Hospital, and I believe that had also been his place of employment for many years, initially when it was the Workhouse Infirmary, in an administrative capacity.
